forecast. >> good morning. >> a little reminder to pay it forward. >> a little, a lot. california, stormy, you know, this big winter storm, it's also kicked up the waves. and of course in california, that means throw on the wet suit and do some surfing. these very impressive waves, orange county, california, this is the huntington beach area. if you're an expert surfer, this was the day for you, right before the big storm arrives. the big waves get there first. we'll probably be watching that high surf for another couple days, of course, obviously it's a little dangerous for the average folk. today the rain if you're traveling out here through california, it's going to be widespread, inches of rain, the possibility of flooding. san francisco is just getting drenched this morning all the way up through sacramento. and further to the north, it continues all the way up the coastline. it's lighter up around eugene and portland here, just got a few showers, but it's going to be on and off really all day long and for that matter all weekend long. this is going to be a four or five-day event. be

is california's proposition 8. this was the ballot proposition passed, overturned two years ago. what it says is that even though a california court said that marriage was legal in that state, it banned gay mrarnlg in california. now if the court grants that case, then it might -- might -- get to the fundamental issue whether states can, in fact, ban same-sex marriage. my predictions, chris. it's a virtual certainty the court will take the doma case. courts have overturned an act of congress. it's much less certain they'll take the prop 8 case and we'll only find out today which cases they're going to take because if they're not going to take any cases we won't hear about that until monday. all we get are the grants. no guarantee today but the justices are meeting in a closed door conference. these cases are on the agenda. so we may find out as early as today, chris. >> nbc's justice correspondent pete williams. for the record i would watch a show called pete's predictions. thank you, pete. >> reporter: you'd be the one. >>> next, we'll head to the hill to talk to members from both sides abou

me take you into it. this morning, by far the worst weather all through california. i just read something that at some of the highest elevations in the mountains in california could get up to 100 inches of snow. 100 inches of snow over the next three to four days. crazy. it's raining hard this morning in san francisco to sacramento. san francisco, it's going to be a rainy three days. another big storm coming in saturday afternoon, saturday night. it's going to rain through sunday. you get a break monday, then another storm on tuesday. we have a lot of flooding concerns in the rivers in california in the days ahead. let me take you through the forecast as we go at it. this huge storm in the west, it's not going to move across the country. it's just going to stall out. if you're anywhere from denver to the east coast, don't expect a lot of wet weather this weekend. it should mostly be dry. and notice the temperatures. they're warming up in the middle of the country, and that will head east as we go throughout the weekend. so your friday forecast, really no airport concerns out the

coast. we're still getting drenched. this huge storm will be impacting california, oregon and washington state over the weekend. we're still expecting another couple inches of rain, gusty winds, high waves. this is one of their bigger storms they'll probably see as they go through their rainy sto season. now for the good news, we're turning the corner on this cold spell. the warm air building in the middle of the country. beautiful last day of november, denver, kansas city through texas and eventually as we go throughout the next three days, some of this will work its way towards the east coast. and look at by sunday, we should be near 60 degrees in d.c., upper 50s, new york city. we're going to be dry everywhere east of the rockies this weekend. so it looks like, joe, if you have your pick of your days, i think east coast sunday looks for very nice to get outdoors and enjoy a nice warm start to december. >> he will plan on it. thank you so much, bill. greatly appreciate it. >>> now let's turn to sports. >> all right. >> you know, earlier this month, drew brees and the saints handed the

well in places like california where people drive long distances and where a lot of people are very concerned about the environment and want to drive hybrid or electric vehicles. so even though they haven't been so strong throughout the rest of the country, companies like general motors continue to push ahead with these vehicles. here is their newest introduction, which will be on the market in 2014. only available for sale in california and in oregon initially. this is the chevy spark. it is an all electric vehicle that will get somewhere south of 100 miles on a full charge. what's really cool about this vehicle is you'll be able to charge it up to 80% capacity in just 20 minutes. that is a challenge, though, getting the rest of america outside of places like california to buy these vehicles. listen to what gm had to say about that. >> the key now is to sell these vehicles in the same kind of quantity in st. louis and des moines, in the heartland of america, if you will. when you drive an electric car, we're not going to sell this thing on the environmental aspect aspects. these ca

[applause] >> welcome heritage. good afternoon. there are two types of people in washington, those who really enjoy deep discussions about senate procedure and those who don't. welcome. i can see which category you fit in. this has become more and more important as we move forward. the dividing lines seem to be more stark yet obvious than at any time i have been in washington. we have four experts that will discuss the developments. the discussions will talk about president and the distinction between the two -- talk about the precedent and the distinction between the two. these individuals have a depth of experience that i think is unrivaled. let me introduce you before it turned over to the discussion. james wallner speak first. he has worked in the house and senate iand is currently the executive director for the senate steering committee. he is an agile to professor at catholic university. he has a degree from the university of edinburgh from scotland. he has authored numerous publications.
